Executive Management


Paul Hill has more than 30 years of experience in the technology industry.

Prior to Quarterhill, Paul was CEO of Carta Worldwide, a global modern card issuing platform, powering some of the world's most innovative fin-techs. Prior leadership roles have included CEO of DisclosureNet, head of IBM’s Performance Management group, and COO of Clarity Systems, which was acquired by IBM in 2010. In the 1990s, Paul was a member of the executive team of Cognos, the largest software company in Canada at the time, and now part of IBM.

Paul has led a number of acquisitions on both the buy and sell side. Paul has extensive technology company Board experience, having served as a Director at leading enterprise software companies including Verafin, EQ Works and Firmex.


John brings close to 25 years' experience as a business executive in varied finance and leadership roles across multiple industries, including the technology sector. His most previous role was Chief Operating Officer & Chief Financial Officer at Bitfarms Ltd., a publicly listed technology company. Prior to his role at Bitfarms, Mr. Rim was Vice President, Corporate Services at Kik Custom Products, a global, multi-billion-dollar manufacturing business with 5,500 employees. There, John led a team of 65 finance professionals and was a key member of the team driving Mergers & Acquisitions and business integration, in addition to roles related to financing, tax planning and compliance. Prior to Kik Custom Products, John held leadership and professional roles with Brookfield Residential Property Services, Philips Electronics Ltd., PricewaterhouseCoopers LLP, BMW Canada Inc. and KPMG LLP.

John is responsible for the overall financial governance, controls, planning and reporting of Quarterhill and plays an essential role in the execution of all strategic initiatives. Mr. Rim has an Honours Bachelor of Business Administration degree from Royal Military College of Canada and is a Chartered Professional Accountant (CPA, CA).


Rish Malhotra is an accomplished business leader with 20 years of experience in the technology industry in operations, international business and technology management. Since joining IRD in 2008, Rish has progressed through various roles and is a well respected professional in the worldwide ITS industry and also serves on various industry boards.

Prior to joining IRD, Rish worked in commercial banking at the Bank of Montreal and other high technology industries. Rish is a Professional Engineer (P.Eng.) and has an MBA from the University of Saskatchewan.


Michael Vladescu is President and CEO of WiLAN, a subsidiary of Quarterhill, where he is responsible for all operations at WiLAN. Michael joined WiLAN as COO in 2012 bringing with him more than 15 years of management experience in all aspects of patent licensing, partnerships, acquisitions and portfolio development, as well as patent litigation and prosecution. Since joining WiLAN, Michael has concluded numerous licensing, acquisition and partnership agreements and generated hundreds of millions of dollars relating to portfolios ranging from a handful to thousands of patents. He has concluded major transactions with companies including Samsung, Panasonic, TSMC, GLOBALFOUNDRIES, IBM, Sony, SK hynix, LG, and Toshiba. He has also been heavily involved in leading and resolving major litigation campaigns in the United States, Germany, China and Japan.

Prior to joining WiLAN, Michael was Vice President of Licensing and Intellectual Property at MOSAID Technologies Inc, where he led the effort to license that company’s patent portfolio to many of the world’s best-known electronics companies and drove success in their patent licensing programs.

Michael has a Bachelor of Applied Science in Electrical Engineering from the University of Waterloo and an Executive MBA from Queen’s University.


Prashant Watchmaker oversees all of Quarterhill’s corporate, M&A and securities legal requirements, and acts as corporate secretary for the company.

Prashant practiced corporate, securities and technology law and tax litigation with the Ottawa law firm of LaBarge Weinstein Professional Corporation for 10 years, developing extensive experience and negotiating many significant transactions for clients in Canada, the U.S. and the U.K. Prashant has also practiced banking law as Legal Counsel with the Canadian Payments Association.

Prashant holds an LLB and a BA from the University of Ottawa and an MA from the University of Toronto. He is a member of the Law Society of Upper Canada.

With over 20 years of executive-level financial and operational experience, John Gillberry is a seasoned negotiator on major capital and M&A transactions, garnering a stellar track record with leading venture capital firms, institutional investors and other financial stakeholders.

Mr. Gillberry is Chair of the Board’s Nominating Committee, and a member of the Board's Compensation Committee. John currently serves on the board of two public companies. He has held several executive level positions with firms in financial, health care, software and consumer electronics. John holds an MBA from the Ivey School of Business, University of Western Ontario.


Jim Skippen is Vice-Chair & Past Chair of the Board of Directors of Quarterhill. From June 2006 to July 2018, he was President and CEO of WiLAN, a subsidiary of Quarterhill. Under Jim’s leadership, WiLAN assembled a world-class technology licensing team, its portfolio grew from approximately 20 patents to over 10,000 patents, established a stronger balance sheet and increased its market capitalization.

In his career, he has been responsible for license agreements in excess of $1.5 billion. To date, over 290 companies including technology leaders BlackBerry, Broadcom, Fujitsu, Intel, LG, Motorola Mobility, Nokia, Panasonic and Samsung have licensed technologies in WiLAN’s patent portfolio.

A seasoned licensing executive and lawyer, Jim has managed several large and complex patent licensing negotiations and litigations. Before joining WiLAN, he worked for two of Canada’s largest law firms and held a number of senior management positions, including Senior Vice-President, Patent Licensing and General Counsel at another Canadian public company. Jim is a member of the Law Society of Upper Canada. He is a former Vice-Chairman and board member of a large Canadian health charity. Jim is a frequent speaker at conferences and has delivered numerous papers and articles on topics such as management of intellectual property, patent licensing and technology law.


Paul McCarten has more than 40 years of legal and management experience. Most recently, he was a partner in the business law group of Borden Ladner Gervais LLP, a leading national Canadian law firm. Paul is currently on the Board of Start2Finish, a not for profit organization which operates in at risk communities across Canada. The mission of Start2Finish is to break the cycle of child poverty in Canada.

Mr. McCarten is Chair of the Board’s Compensation Committee and a member of the Nominating Committee. He previously served as National Secretary of the Board of Directors of the Crohn's and Colitis Foundation of Canada and as Chair of the Board of Directors of the Canadian Diabetes Association. Paul is a member of the Law Society of Upper Canada and the former Chair of the Ontario Bar Association real estate section.


Rick Shorkey is a chartered accountant with more than 30 years of industry experience in senior financial and general management roles. He has provided part-time and interim CFO services to several technology companies since September 2002.

Prior to this he was CFO of ATMOS Corporation, which specializes in semiconductor embedded memory IP. Rick’s experience also includes time as CFO of Bytec-Comterm Inc., a manufacturer of IBM-compatible computer products; and President of Solartronics Ltd., one of the top 10 manufacturers of solar equipment in Canada. He has also held senior financial positions with Bowmar Canada Ltd. and Leigh Instruments Ltd.

He is a member of the Institute of Chartered Accountants of Ontario and the Canadian Institute of Chartered Accountants.


Roxanne Anderson is the CEO of March Advisory Inc. which specializes in transformation and turnaround mandates. She has over 25 years of corporate transformation and turnaround experience, including strategic reviews, financial and operational transformation, turnarounds, risk management and governance across a number of industries but with an emphasis on technology.

Roxanne was with PricewaterhouseCoopers LLP for 27 years where she held various roles including Managing Partner of the National Federal Government Services Practice and Managing Partner of the Ottawa office. She is Chair of the Board of Directors of the University of Ottawa Institute of Mental Health Research and is an Advisory Board Member of TruReach Health Inc., a mental wellness company.

Roxanne holds BComm and MBA degrees from McMaster University, and is a Chartered Accountant, Chartered Professional Accountant and a Chartered Director of the Institute of Corporate Directors.


Dr. Michel Fattouche is an Emeritus professor in the department of Electrical and Computer Engineering in the Schulich School of Engineering, at the University of Calgary. His research work has led to 26 patents issued and 17 pending.

Based on his research in W-OFDM (Wide-band Orthogonal Frequency Division Multiplexing) he co-founded Wi-LAN Inc. in 1993, which led the IEEE to incorporate Wi-LAN's patented W-OFDM technology in its "WirelessMAN" Standard 802.16a.

Based on his research on Super-Resolution, Dr. Fattouche also co-founded Cell-Loc Inc. in 1995, a developer of a family of network-based wireless location products with several networks deployed in Canada and in Brazil. More than 200 companies worldwide have licensed his patents. He has been named “Prairies Entrepreneur of the Year” in 2000 as part of the Ernst and Young’s Entrepreneur of the Year Program.


Ron Laurie is the co-founder and Managing Director of Inflexion Point Strategy, LLC, the first intellectual property investment bank, which provides patent brokerage and IP-driven M&A advisory services to technology companies and institutional investors.

Before Inflexion Point, Ron was a founding partner of the Silicon Valley offices of the Skadden Arps, Weil Gotshal and Irell & Manella law firms, where he founded and led the firm’s IP Strategy & Transactions practice group and led IP teams in some of the largest high-tech and life sciences M&A and joint venture deals ever done, worth over $50 billion in the aggregate.

Ron holds a JD degree from the University of San Francisco School of Law, a Bachelor of Science degree in Industrial Engineering from the University of Berkeley and is registered to practice before the United States Patent and Trademark Office.
